Victor received an Honours Bachelor of Science degree in Biology and Psychology from McMaster University in 2002. He then attended the University of Toronto law school, obtaining his law degree in 2005. Victor articled with a Toronto law firm and was called to the Ontario Bar in 2007.

Victor is a member of the Canadian Bar Association - Ontario.
